Executive Manager: Stakeholder Relations – HMMQA

The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) that facilitates skills development under the Department of Higher Education Training and Innovation and supports Mine Health and Safety under the Department of Mineral Resources and Energy (DMRE) for the mining and minerals sector under Skills Development Act (SDA) 97 of 1998 and Mine Health and Safety Act (MHSA) 29 of 1996, respectively.

The MQA requires the services of a competent individual to fill this position.

ROLE PURPOSE: To develop and implement the MQA stakeholder engagement and communications strategies, building and strengthening strategic partnerships with relevant stakeholders while promoting effective communication and clear messaging to internal and external stakeholders. Providing support through implementation of strategic projects. This position reports to the Chief Executive Officer.

KEY PERFORMANCE AREAS: Risk and Compliance Management: • Ensure compliance with the policies and procedures. • Oversee the identification, assessment, mitigation, and monitoring of strategic and operational risks for Stakeholder Relations. • Ensure the preparation and submission of relevant reports to the Board and committees. • Ensure compliance to the MQA’s governance framework. • Run an efficient, effective and transparent corporate governance system within the legislative framework. Financial Management: • Lead the development of the Stakeholder Relations budget. • Oversee the implementation of operational plans in line with the approved budget. • Oversee the disbursement of discretionary and mandatory grants. • Ensure efficient utilisation of the budget and minimise costs. • Oversee the management of Stakeholder Relations accruals and commitments. • Oversee the procurement of all goods and services in line with approved policies and procedures. • Ensure compliance with all reporting requirements and auditing. Corporate Communication and Brand Management: • Develop and oversee the implementation of the communication strategy and plan. • Oversee the management of the Customer Relations Management. • Ensure that the Corporate Image of the MQA is maintained and protected. People / Performance Management: • Oversee the implementation of the performance management system in the Stakeholder Relations and Customer Service and Communication Departments. • Manage Departments team performance. Ensure the development, guidance and empowerment of the team to deliver on Unit targets. • Ensure that the performance contracts are in place prior to the beginning of each financial year in line with the Department’s strategy and Plans. • Monitor Unit performance and identify performance barriers. Stakeholder Partnerships: • Establish a framework for engaging with key stakeholders to achieve organisational goals. • Engage with relevant stakeholders to identify barriers to achieving targets. • Liaise with current and prospective employers and service providers on the MQA proposed and approved plan of setting up presence in various provinces. Grants / Learning Programme Management:  • Lead the development of strategic projects, conduct feasibility studies and champion the implementation models. • Facilitate the procurement process and apply the most efficient delivery model for strategic projects. • Ensure a seamless handover of the projects to the Operations Department. • Oversee that SRO’s assist management with Strategic Projects and Discretionary Grants Projects • Oversee reporting.

KEY REQUIREMENTS: QUALIFICATIONS: • A National Senior Certificate (NSC) or National Certificate: Vocational (NCV) (NQF 4) • A Bachelor’s Degree (NQF 7) • A Postgraduate / Honours Degree (NQF 8) • A Master’s Degree (NQF 9) will be an added advantage. EXPERIENCE: • Minimum of 10 years management experience of which 7 years must have been at Senior Management level. • Excellent knowledge of the SETA landscape and the relevant policies, legislation and regulations that governs it. • Engagement with Board and/or Senior Public Servants and experience in the SETA environment will be an advantage. COMPETENCIES: Knowledge: • Understand current issues and challenges, training skills development and SETAs across SA. • Knowledge of strategic national policy imperatives guiding skills development in South Africa. • Knowledge of Government Policies and Procedures • Knowledge of financial and organisational management. • Knowledge of Corporate Governance, Risk Management, methodologies, and processes. Skills: • Communication and representation • Facilitation and counselling skills • Strategic and leadership capability (Business acumen). • People skills. • Self-management • Information management. The candidate should also be willing to: Work under pressure inclusive of longer than normal offices hours if required • Work with internal and external stakeholders • Travel away from home if required • Engage in a lifelong learning process relative to the context of the workplace. The successful candidate will be required to sign a performance agreement in terms of MQA Performance Management System.

Remuneration: R 1 841 906.65 per annum
